Terms and Conditions of Enrolment and Booking
Effective date: 01.07.2026
Kia ora and welcome to RASCALS. These terms explain how enrolment, bookings, payments and safe collection work. Please read them before booking care. Our Privacy information and published safety and complaints policies provide further detail.
1. Who these terms apply to
RASCALS (Raglan After School Care & Leisure Services) is operated by Cashgate Limited (“RASCALS”, “we”, “us”). These terms apply to the parent or caregiver who registers an account or books care (“you”) and to each child enrolled through that account. You confirm that you have authority to enrol the child and agree to pay for bookings made through your account.
RASCALS provides after-school care during school terms at Raglan Area School. The usual full session is 3:00 pm to 6:00 pm on school days. A half-day session runs from 3:00 pm to 4:30 pm. Teacher-only-day care is $35 per child for the advertised day, subject to availability, with its hours and date shown in the booking details. Children from Raglan Area School, Te Uku School and Te Mata School can attend; all Te Uku and Te Mata students are eligible for pickup. The place, dates, hours, availability and price of other sessions are shown when booking or in the specific programme information. Registering interest in a proposed before-school or holiday programme does not reserve a place or commit you to pay; we will provide separate details if that programme goes ahead.
2. Enrolment and information we need
Create a parent account and provide complete, current information for each child before their first session. This includes contact and emergency details, authorised collectors, relevant medical conditions, allergies, dietary requirements, medication and any support needs that could affect the child’s safe participation. Tell us promptly about changes, including custody or collection arrangements that we need to follow, and provide relevant documents where necessary. We may ask to discuss a child’s needs and agree on a practical care plan before confirming attendance.
An account registration alone is not a confirmed booking. Your child’s place is confirmed when RASCALS accepts the booking and you receive confirmation. Casual places depend on capacity. Please check the dates, children, session times and total price in your booking confirmation.
3. Bookings and attendance
Recurring bookings reserve the agreed weekdays for the stated school term and are billed fortnightly. Casual and half-day bookings are for the selected dates and times. School holidays and public holidays are excluded unless a separate programme is expressly offered and booked. If your child will be absent or late, tell us as early as possible so staff can account for them safely. An absence notice does not itself cancel a booking or create a refund; see clause 6.
Pickup is available for all Te Uku and Te Mata students. Provide the correct school and pickup information during enrolment, and confirm your child’s pickup arrangements with RASCALS before their first session.
4. Fees and OSCAR Subsidy
Prices are always displayed in the booking summary. The price displayed and confirmed for your booking applies. Published prices and promotions may change for future bookings, but we will not increase a confirmed booking’s price without telling you and obtaining your agreement. Discounts or vouchers apply only under their stated conditions and cannot be exchanged for cash.
You are responsible for fees not paid by an OSCAR Subsidy or another approved payment arrangement. Work and Income decides eligibility, rate, start date and continuing entitlement; applying does not guarantee approval or a particular out-of-pocket price. Tell us promptly when your subsidy application or circumstances change. We will reconcile any subsidy actually received against the relevant fees and advise you of any balance, credit or refund. We will not represent an estimated subsidy as a confirmed payment.
5. Payment method and overdue amounts
A valid payment method is required before the first booking. By choosing to save it and confirming a booking, you authorise RASCALS and its payment provider to collect the confirmed booking charges on the schedule displayed at checkout or in your Parent Dashboard, and to charge any late pickup fee incurred under clause 8 to your saved payment method. For a recurring booking, the first two weeks are charged at checkout. The remaining booked care is charged fortnightly in advance. You can view upcoming payments and update your payment method in the dashboard.
If a payment fails, we will contact you and give you a reasonable opportunity to update the method or pay the amount owing. We may pause future bookings if an overdue balance remains unresolved, after giving notice and considering the child’s circumstances. We will never leave a child without safe supervision because of a payment issue. We will itemise any late pickup fee charged under clause 8 and provide a receipt or account record.
6. Changes, cancellations and absences
You can request a change or cancellation through the Parent Dashboard or by contacting us. We will confirm what can be changed. Once a session is booked, fees are non-refundable if your child is absent or you cancel or no longer need the care, except in special circumstances agreed by RASCALS or where the law requires a remedy. For a recurring booking, the agreed weekdays are reserved for the term and remain payable through the term unless we agree to change the arrangement. Telling us that your child will be absent helps us manage safety and attendance, but does not cancel the charge.
Please contact us as soon as possible if you believe special circumstances justify an exception. We will consider the details fairly and tell you our decision. If RASCALS cancels a session or cannot provide the booked care, we will promptly offer a suitable alternative where possible or refund the affected session. Nothing in this clause limits your rights under New Zealand consumer law.
7. Health, medication and emergencies
Keep a child at home if they are unwell, contagious or unable to take part safely. Tell us about allergies, health needs and medication before attendance and keep care plans current. Staff administer medication only in accordance with our procedures and the required parent or caregiver instructions and consent. We may contact you to collect a child who becomes unwell.
If urgent care is needed, we will take reasonable steps to obtain appropriate first aid or emergency assistance and contact you or your emergency contact as soon as practicable. Please ensure we can reach an adult who can make decisions and collect your child. Our Health & Safety Policy explains our procedures in more detail.
8. Arrival, collection and late pickup
RASCALS staff sign children into the programme. A parent or an authorised collector must sign the child out at the kiosk using their own unique PIN. Add or update authorised collectors in the Parent Dashboard before someone new collects your child. We may ask for identification and will not release a child where we cannot verify collection authority. Keep PINs private and tell us immediately if one may have been compromised.
Collect your child by the end time of the booked session. If you are running late, contact us as soon as possible. The published late collection charge is $10 for every 10 minutes after the scheduled finish time. We will record and itemise the fee and charge it automatically to the payment method saved on your parent account. The charge does not extend the booked hours or replace your obligation to arrange prompt collection. If we cannot reach you, staff will follow the programme’s emergency collection procedures.
9. Behaviour and participation
We use positive, respectful guidance and work with whānau on support plans where needed. Children are expected to follow reasonable safety directions and treat others with care. We may take immediate proportionate steps to protect children and staff where there is a safety concern. If ongoing attendance is not workable despite reasonable discussion and support, we will explain the decision, give appropriate notice where possible, and address any unused prepaid sessions fairly. See our Positive Behaviour & Guidance Policy.
10. Photos, outings and additional permissions
Enrolment does not by itself give RASCALS permission to publish a child’s photo or video for marketing. We will request a separate, optional consent for that use. We will also provide details and seek any required permission for an excursion or activity outside the normal programme arrangements. You may withdraw optional media consent for future use by contacting us; withdrawal may not remove material already lawfully distributed, but we will act reasonably on removal requests for channels we control.
11. Privacy and account security
We use enrolment, health, attendance and contact information to provide care, keep children safe, administer bookings and payments, communicate with you and meet legal obligations. Our Privacy information explains access, correction and privacy contact options. Keep your account login secure and tell us promptly if you suspect unauthorised access or an incorrect booking. Payment card details are handled by the payment provider according to the checkout disclosures.
12. Complaints and your rights
Please tell a supervisor or contact us if you have a concern. We will address it under our Complaints Policy, including escalation to the Programme Director. These terms do not exclude or restrict any rights or remedies you have under the Consumer Guarantees Act 1993, the Fair Trading Act 1986 or other applicable New Zealand law.
We may update these terms for future bookings and will publish the revised date. Material changes affecting an existing recurring arrangement will be communicated in advance; we will discuss a fair option if you do not agree. New Zealand law applies.
